1 RULES
1.1 The regatta will be governed by the rules as defined in Racing Rules of Sailing.
1.2 April 2005 J/30 Class Rules will apply.
1.3 J/30 Class Rule 5.14.1 (Sailing Weight), requiring hull draft marks is waived; sailing weight may be determined by measurement.
1.4 The J/30 Class Rule 6.7 (Crew Limit) is modified by adding "In addition to meeting the crew limit, boats must sail with the same number of crew in each race. Only crew substitutions declared by name and sailing date at registration will be permitted, except in case of illness, accident or other special circumstance."
 
2 ADVERTISING
The regatta is classified as a Category A event in accordance with RRS/US Appendix G.
 
3 ELIGIBILITY
The regatta is open to all J/30s conforming to J/30 Class Rules. Competitors must meet all ownership, class membership, and measurement requirements; submit an official entry form and pay all event fees before becoming official competitors.
4 LOANER BOATS
A limited number of loaner boats will be available according to district qualification procedures. A loaner boat will automatically be offered to the 2004 J/30 North American Champion.
 
5 ENTRIES
Entry Fees include: Boat entry and all social events for the skipper and seven crewmembers. Additional social packages may be purchased in advance or at registration for $30.
Entry form and entry fee must be postmarked not later than Thursday, October 6, 2005. Send entry form and entry fee of $475 ($500 for non-US Sailing members) to: J/30 Class, c/o David Erwin, 65 Elmwood Dr., Destrehan, LA 70047. Late entries may be accepted. The fee for late entry is $500 ($525 for non-US Sailing members).
 
6 REGISTRATION
Each boat owner or owner's representative must complete registration at NOYC between 0900 and 1700 on Thursday including: Skipper and crew weigh-in and signed liability waivers must be completed by 0900 on Friday.

9 SAILING INSTRUCTIONS
Sailing Instructions will be available at registration. An unofficial copy of the Sailing Instructions will also be posted at http://www.j30.org/ after October 1, 2005.
 
10 VENUE
10.1 Regatta Headquarters will be located at the New Orleans Yacht Club. Notices to competitors will be posted on the Official Regatta Notice Board located at NOYC.
10.2 Winter storage may be available at Trinity Yachts by contacting Steve Nolte at 504-283-4050 or s.nolte@TrinityYachts.com.
10.3 Visiting boats on trailer may contact Seabrook Marine 504-283-6001 or Sintes Boat Works 504-288-7281 for full boat yard and launch facilities.
10.4 Temporary dockage may be available by contacting New Orleans Yacht Club 504-283-2581, New Orleans Municipal Yacht Harbor 504-288-1431 or Southern Yacht Club 504-288-4221.
10.5 Breakfast will be provided each morning. Dinner will be included for each skipper and crew member. Lunches and additional dinner tickets will be available for sale at NOYC.
10.6 Wireless 802.11(g)(b) Internet services will be provided at NOYC for sailors and guests.
 
11 COURSE
The racing area will be located on the south shore of Lake Pontchartrain. Chart available at http://noyc.org/images/chart.pdf. Courses will be windward/leeward. The race committee will use gates and offset marks.
 
12 PENALTY SYSTEM
A boat that may have broken a rule of Part 2 while racing may take a penalty by making Two Turns in compliance with RRS 44.2 or by taking a 20% Scoring Penalty in compliance with RRS 44.3.
 
13 SCORING
13.1 Seven races are scheduled. A minimum of three races shall constitute a series.
13.2 The Low-Point scoring system of Appendix A will apply, except in case of less than five races completed: a boat’s total score will be the sum of her scores for all races; no score will be excluded. This changes RRS A2.
 
14 SUPPORT BOATS
Support and spectator boats will be required to register and obtain flags for display while near the race course.
 
15 BERTHING
Visiting boats shall be kept in their assigned places in the New Orleans Municipal Yacht Harbor..
 
16 HAUL-OUT RESTRICTIONS
Boats shall not be hauled out during the regatta except with and according to the terms of prior written permission of the jury.
 
17 RADIO COMMUNICATION
17.1 A boat shall neither make radio transmissions while racing nor receive radio communications not available to all boats. This restriction also applies to mobile telephones and wireless laptops.
17.2 The following is permitted:
(a) unsecured verbal communications from race committees on standard VHF radio channel 68;
(b) receipt of VHF radio weather channels and safety related weather alerts; or
(c) signals used to determine a boat's location.
(d) monitoring VHF radio channel 16 and making contact with commercial traffic on VHF radio channel 13 as required for safety.
 
18 PRIZES
Individual race and series prizes will be awarded depending on the number of entries. Overall prizes awarded by the J/30 Class Association will be half hull models.
 
19 DISCLAIMER OF LIABILITY
Competitors participate in the regatta entirely at their own risk. The organizing authority will not accept any liability for material damage or personal injury or death sustained in conjunction with or prior to during, or after the regatta.
